USD 320 Board of Education Policy on Facility Usage

 

KG       Use of School Facilities by Non-School Groups and Individuals                           KG

    School facilities are provided by taxpayers of the district for the primary purpose of meeting the educational and fitness needs of students.  School activities shall have first priority for facility use.  When school facilities are not in use for school programs, they may be made available at reasonable times and rates to recognized community organizations whose activities are of general interest to the community.  Curriculum and school related organizations, such as parent-teacher associations, shall have priority over non-school related organizations.

 

    The use of school facilities for family or family and guest gatherings or parties shall be prohibited.  The use of school shop areas by individuals or groups for purposes other than those of benefit to the school district and not in conjunction with a school sponsored program is prohibited.  School facilities are not to be used as a substitute for their own facility for organizations to conduct their business except for a catastrophic occurrence which has left the group without a facility and then only on a temporary basis.

 

    Each request for use of school facilities will be reviewed and approved annually in order to ensure that the school buildings are being used for youth education and recreational growth.  Nothing in this policy will be construed to allow any organization or group permanent or continued access and use beyond the current school year.

              The board shall establish reasonable fees and/or rental charges for the use of any school facility or school grounds.  Fee and/or rental charges will cover costs of utilities and wages of school personnel involved.  The fee and/or rental charges shall be approved by the board and shall be reviewed at least once each year.  The schedule of fees and/or charges for use of any school facility shall be published in the official district newspaper each year before the beginning of the school year.

 

              Fees Schedule

    For the purpose of assessing fees to be charged to non-school groups, the fee structure is divided into the following classification:

 

              Class I

    Chartered public organizations whose purpose and activities are specifically for children or public service oriented and whose membership is wide open to the public and the organization does not discriminate on the basis of race, religion, gender, national origin or disability. Included in this

classification, although not necessarily an all-inclusive list, are school organizations and organizations for youth.

             

      Examples:  District 4-H Clubs, District Boy Scouts, District Girl Scouts and District Community Education, Athletic and Recreation Associations.

 

              Class II

    Other organized or individual community groups whose purpose and activities are beneficial but whose membership is restrictive and whose scope of programmed activities is generally limited to the welfare and benefits of its own constituency.  These groups may be categorized as a Class I group if the purpose of the activity they want to use the district facility for directly benefits district activities and curriculum.

 

     Examples:  Churches within the school district, Chamber of Commerce, Jaycees, for profit groups, and other organizations.

 

    Whenever an organization qualifies to use the district’s facilities it shall be subject to the following regulations in its use of the buildings:

 

     1)  Scheduling for the use of building facilities shall be made through the principal of the building in which the facility is located during the regular school term.  Requests for facility usage between the dates of June 15 and August 1 shall be submitted to the Superintendent.  Scheduling for use of grounds and athletic fields shall be made through the Superintendent’s office.

    2)  Building rental contracts must be properly executed on or before 3:00 p.m. five days prior to when the facilities will be used and the fee, if any, must be paid at the time the contract is issued.

              a)  Those wishing to contract for more than one date must pay for all dates at the time the contract is issued.

 

              b)  Persons wishing to cancel their reservation for a school facility must do so three (3) days prior to the day the facility is to be used if they wish to be reimbursed for the rental fee.

 

    3)  Youth or children’s groups must have appropriate adult supervision.  Supervisors of groups are required to remain in the building until all members of the group have left the building.

 

     4)  The applicant must agree to indemnify the district for any damages to the school’s property arising out of their use of the facility(ies).

 

    5)  Persons attending the function shall confine themselves to the rooms and corridors assigned for their use.

     6)  Controlled substances and intoxicating liquors, including beer and wine, shall not be used in the building or on school property.  Tobacco in any form shall not be used in the school building.

             

    7)  School facilities shall not be used for funerals.

    8)  Patrons applying for facility usage must furnish the following information:

                 a)  Date, time, type of usage and name of the facility requested
                 b)  Name of the organization and the patron’s name, address and         

                      telephone number.

 

    9)  Except on special occasions, no one will be permitted on the gym floors wearing anything other than gym shoes.

 

    10)  No screws, nails or other alterations may be used without the permission of the principal or the custodian.

 

    11)  In every case, a responsible citizen who is a resident of the district must assume responsibility for the group and must guarantee payment of the fee.

 

    12)  All unusual disarray or litter is to be cleaned up by the group using the school facilities or additional charges will be billed to the group. 

            

    13)  If the cost to USD 320 is greater than the minimum fee, an additional amount will be charged.  This amount will be determined by the superintendent of schools.

 

Recommended Rental Fees

Gymnasiums     -   High School, Middle School, Central Elementary:

   Class I           -   No charge

   Class II          -   $30 1st hour / $12 per hour after

 

High School Auditorium, Middle School Commons, Sports Complex without lights:

   Class I           -     No charge

   Class II          -     $25 1st hour / $10 per hour after

 

High School Commons, High School Kitchen, Middle School Kitchen:

    Class I          -     No Charge

    Class II         -     $15 flat fee

High School/Middle School/Elementary Classroom, Middle School Library, West Multi-purpose Room, West Cafeteria and Commons:

    Class I          -      No charge

    Class II         -      $7 per hour

 

Sports Complex with lights:

    Class I          -      $50 1st hour / $25 per hour after

    Class II         -      $50 1st hour / $25 per hour after
